{"id":77770,"date":"2020-01-01T10:35:06","date_gmt":"2020-01-01T10:35:06","guid":{"rendered":"https:\/\/thepubliceconomist.com\/?p=77770"},"modified":"2020-01-02T10:41:31","modified_gmt":"2020-01-02T10:41:31","slug":"unnecessary-agri-imports-of-india-a-country-with-diverse-crop-growing-situations","status":"publish","type":"post","link":"https:\/\/thepubliceconomist.com\/?p=77770","title":{"rendered":"Unnecessary Agri-Imports of India: A Country with Diverse Crop Growing Situations"},"content":{"rendered":"\n<p><strong>The Issue:<\/strong><\/p>\n\n\n\n<p>Ever\nincreasing edible oil imports &#8211; increased from &lt;5% of the total use in 1990s\nto 66% in 2016, one of the reports from NITI Aayog as appeared in Business\nStandard. <\/p>\n\n\n\n<p><strong>The Observations:<\/strong><\/p>\n\n\n\n<p>It\nrequires little speculation to establish that imports of agri-commodities in\nIndia are usually not in the interest of consumers, but mostly done with\npolitical considerations. The import culture of the government and growing\nimport of agri-commodities more particularly in Oilseeds and Pulses though\nunnecessary in majority of the cases, could have been avoided easily, has\nbecome a regular feature in the best interest of certain lobby, which is\ndamaging Indian agriculture systematically and undermining the strength of\nfarmers in an agrarian country! <\/p>\n\n\n\n<p>It\nreminds me how India became close to self-reliant in edible oil by doubling the\noutput from 7.0 million tons of oil to nearly 14.0 million tons in no time with\nthe launching of First Technology Mission on Oilseeds (TMO) in 1986. The simple\ninterventions were price incentive to oilseed growers, procurement guarantee\nand total restriction on import of edible oils. The stalwarts like Drs. M V\nRao, P V Shenoy, Verghese Kurien, the &#8216;Father of White Revolution&#8217; and many\nother stalwarts together brought \u2018Yellow Revolution\u2019 in the Country, and I had\nthe privilege to work with them as Project Coordinator, AICRP, Groundnut (ICAR).\nBut the heights of such achievements got flattened as the policy interventions\ndid not suite to the then government. Consequently, Dr. Kurien resigned on the\nissue of buffer stockings of oilseeds and other contentious issues and\nthereafter, oil import regulations slowly got slacked and the footprints of the\nMission washed away. Afterall, imports have become the first choice over\nindigenous self-sufficiency and the trend is on irrespective of governments\nthat come to power and go. The same is true even after adding Pulses under the\nTechnology Mission and renaming the same as TMOP. (My article and the Link)<\/p>\n\n\n\n<p><a href=\"https:\/\/thepubliceconomist.com\/?p=65724\">\u2018Over Emphasis on Import of Food Legumes Bound to Damage Future Production of Pulses in India.  The Public Economist November 2019\u2019<\/a><\/p>\n\n\n\n<p>We\noften remember Mahatma Gandhi ji and even celebrate \u2018Salt Satyagraha, the\nturning point of the freedom movement, but compromise with the Country\u2019s pride\nby undermining the farmers\u2019 strength in making India self-reliant in food and\nedible oils by resorting to mindless imports! It\u2019s high time that the most\ndynamic PM of this great Country may give a call for \u2018Import Satyagraha\u2019\ndeclaring moratorium on agri-commodity imports for next five years and win back\nthe confidence of millions of farmers, raising their sense of participation in\nbuilding a New India, together.<\/p>\n\n\n\n<p>Let\nthere be a novel action plan for intensification of Oilseeds and Pulses production\nby tapping into the vast potential in new niches. For example, the\nintensification of Niger cultivation in the Eastern Ghats (as could be seen in\nthe photo), aggressively intensifying extraction of Rice Bran Oil in major Rice\ngrowing states and promoting Cereals-Legumes\/Pulses system in irrigated\nareas.&nbsp; <\/p>\n\n\n\n<p><strong>The\nWay Forward \u2013 Key Points:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Introduction of State Specific Balanced Crop Plan based on annual demands of Cereals, Oilseeds and Food Legumes.<\/li><li>Special incentives to farmers growing Oilseeds and Pulses and on procurement. <\/li><li>Intensive production drive utilizing all the crop-seasons namely, Kharif, Rabi, Summer and Spring.<\/li><li>Making buffer stocking in major production areas.<\/li><li>Introduction of Tiny Oil Mills and Pulses Processing Units in major blocks\/districts, linking FPOs to saturate local demands to the extent possible and thereby generating rural employments.<\/li><li>Establishment of Rice-bran Oil Mills in major Rice clusters, all over India <\/li><li>More emphasis on minor oilseeds namely, Niger, Linseed, Safflower and Rabi Pulses in nontraditional areas\/seasons. \u00a0\u00a0\u00a0<\/li><li>Cutdown imports of Soybean oil, Palm oil, Canola, etc. drastically in a phased manner and impose total ban in next 2-3 years. \u00a0<\/li><li>Revive Growers\u2019 Oilseeds Federation (GROFED), NDDB; declare as Nodal Agency to collect CSR Funds from the companies dealing with imports\/marketing of edible oil and \u00a0\u00a0utilize funds for promotion of tiny oil mills and pulses processing units at village\/district level involving FPOs. \u00a0<\/li><\/ol>\n\n\n\n<p>Authored\nby<\/p>\n\n\n\n<p><strong>Dr. M S Basu, Ex Director ICAR; <\/strong><br><strong>Visiting Scientist, ICRISAT; <\/strong><br><strong>&nbsp;Consultant (Oilseeds), Govt of Iran; <\/strong><br><strong>UNIDO International Consultant on Aflatoxin (Malawi) Africa; <\/strong><br><strong>Independent Consultant (Business Planning &amp; Development) NAIP <\/strong>(Funded by World Bank) <br>Email: <a href=\"mailto:muktisadhan@gmail.com\">muktisadhan@gmail.com<\/a><strong> <\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>It reminds me how India became close to self-reliant in edible oil by doubling the output from 7.0 million tons of oil to nearly 14.0 million tons in no time with the launching of First Technology Mission on Oilseeds (TMO) in 1986.
