{"id":42642,"date":"2019-03-12T12:59:29","date_gmt":"2019-03-12T12:59:29","guid":{"rendered":"https:\/\/thepubliceconomist.com\/?p=42642"},"modified":"2019-03-14T12:02:13","modified_gmt":"2019-03-14T12:02:13","slug":"the-sudden-withdrawal-of-gsp-will-india-be-under-loom-or-light-bidisha-bhattacharya","status":"publish","type":"post","link":"https:\/\/thepubliceconomist.com\/?p=42642","title":{"rendered":"The sudden withdrawal of GSP-will India be under loom or light"},"content":{"rendered":"\n<p>On\nMarch 4<sup>th<\/sup>, this year, in a letter addressed to the United States,\nPresident Donald Trump discussed plans to end the trade benefits extended to\nIndia under the Generalised System of Preferences (GSP) programme.<\/p>\n\n\n\n<p>Now\nbefore we delve deeper into the issue, it is extremely crucial to first\nunderstand what GSP actually is. According to the Office of the US Trade Representative,\nthe trade preference programmes such as GSP is used to provide opportunities\nfor many of the world\u2019s poorest countries to use trade to grow their economies\nand climb out of poverty. This preferential tariff system extended by the\ndeveloped countries to the developing ones allows concessional low\/zero tariff\nimports from the latter. The objective of GSP does not end here. <\/p>\n\n\n\n<p>Providing\ndevelopment support to poor countries by promoting exports from them into the\ndeveloped ones also falls under its purview. In addition, GSP also boosts\nAmerican competitiveness by reducing costs of imported inputs used by US\ncompanies to manufacture goods in the US.<\/p>\n\n\n\n<p>India happens to be the largest beneficiary of\nthe GSP programme as it has brought the country an annual &#8220;actual\nbenefit&#8221; of just $190 million. Therefore, this removal is expected\nto leave although not huge but a reasonable impact on the nation as the country\nenjoyed preferential tariff on exports worth of nearly $5.6 billion under the\nGSP route out of the total exports of $48 billion in 2017-18.<\/p>\n\n\n\n<p>Although the Indian Export industry has outrightly\nsaid that it will not feel the pinch of the GSP removal, as the loss for the\nindustry amounts to only about $190 million on exports of $5.6 billion falling\nunder the GSP category, specific sectors will bear a heavy brunt with gem and\njewellery , leather and processed goods to name a few. The loss, for instance,\nin the export of rice, might even exceed 10%. The landed price of goods from\nIndia should be remaining the same as it was before the GSP was removed because\nif that doesn\u2019t happen, the consumers of those products in the US will\nunambiguously shift to the producers who enjoy the GSP benefits and hence are\nable to offer lower prices. <\/p>\n\n\n\n<p>The US Concern regarding GSP\ncontinuation to Developing Countries had begun with the fact that many observers believing that bilateral commercial ties could be more extensive if trade and\ninvestment barriers were addressed. President Donald Trump\u2019s case on what he calls&nbsp;\u201cunequal tariffs\u201d&nbsp;from India\nrests on the trade relationship in favour of India:&nbsp;Indian exports to the U.S. in 2017-18 stood\nat $47.9 billion, while imports were $26.7 billion. Trump Administration\nhas&nbsp;criticized India&nbsp;for\na range of&nbsp;unfair trading\npractices. U.S. officials have come up with the&nbsp;decision on data localization for all companies&nbsp;operating in\nIndia, and the more recent tightening norms for FDI in e-commerce have\naggravated the situation.<\/p>\n\n\n\n<p>In retaliation,&nbsp;<em>India proposed tariffs of about $235 million on 29 American goods,&nbsp;<\/em>but has been putting off implementing these five times in the past year in the hope that a negotiated trade settlement will come through. The two sides differ on&nbsp;how to balance IP protection&nbsp;to incentivize innovation and support other policy goals, such as access to medicines. India\u2019s IP regime&nbsp;remains a top concern for the United States, which designated India again on its\u201cSpecial 301\u201d Priority Watch List&nbsp;for 2017. India had also attempted to&nbsp;address the trade deficit&nbsp;with purchase of American&nbsp;oil, energy and aircraft. There have been dozens of rounds of talks between officials over the past few months, but no breakthrough.<\/p>\n\n\n\n<p>What lies on the fate of our\nnation in terms of trade will depend on what lies on US\u2019s cards next.
